Overview The Crime Analyst position performs statistical and analytical studies to identify and evaluate crime patterns and trends. This role compiles data using scientific research methods from sources including police reports, the agency's crime data warehouse, and various criminal justice software systems. Responsibilities Support day-to-day agency operations and respond to inquiries from police personnel, city administration, media, and the public while adhering to North Carolina public records laws. Support Neighborhood Oriented Policing and predictive models to optimize resource allocation; assist in planning deployment of resources to prevent and suppress criminal activity. Generate cartographic products, data charts, and graphs to inform officers, detectives, and commanders about crime series, patterns, and trends. Maintain and support the crime data warehouse and related technical software applications for advanced analysis. Conduct research and strategic crime analyses to identify patterns and trends; use probability, correlation, regression, and other statistical methods; develop hypotheses and profiles; forecast future activity. Perform tactical crime analyses to identify current crime series and hot spots; prepare tactical action plans. Collect and organize information from UCR, NIBRS, field interviews, intelligence, other agencies, media, and reports to study crime series and trends. Attend regional crime analysis meetings to share methodologies and tools; monitor local, regional, and national trends. Ensure compliance with Federal/State legal requirements and accreditation standards; monitor effectiveness of analysis services and provide program evaluation. Draft reports, memoranda, general orders, and standard operating procedures related to crime analysis. Maintain professionalism and regular contact with the public and colleagues; receive supervision and feedback as needed. Perform related duties as assigned. Knowledge, Skills and Abilities Knowledge of Geographic Information System (GIS) applications (ESRI), SQL databases, Visual Basic, and ArcPRO; ability to create/update databases. Experience with qualitative and quantitative research methods, statistical analyses (multivariate, frequency, functional, cluster, correlation, regression). Knowledge of crime analysis methodologies (cartographic analysis, crime mapping, profiling, reporting); familiarity with RMS; strong report writing and communication skills. Ability to analyze crime patterns and trends, work independently, and maintain confidentiality. Ability to train and provide technical assistance; establish working relationships with colleagues and external organizations. Prepare graphs, tables, and statistical charts; present findings clearly in writing and orally. Requirements Bachelor's Degree in Crime Analysis, GIS, Social Network Analysis, Criminal Justice, Analytics or Statistics; or an Associate's degree with 1-3 years' related experience. Preferred Experience Two to four years of related work experience in crime analysis and GIS (city government setting preferred). Experience with various GIS and client/server environments; experience with Tyler New World LERMS and CAD is a plus. Special Requirements Possession of a valid North Carolina driver’s license. Ability to pass the New Bern Police Department background investigation and obtain DCI certification within six weeks of hire.
