Basic Function

Develops, coordinates, and implements a comprehensive staff training and development program in compliance with current IDHS regulations , accreditation standards, and agency requirements. Ensures staff receive timely and effective training that promotes quality services, health and safety, and compliance with legal and regulatory obligations. Conducts ongoing needs assessments and develops training initiatives that respond to evolving trends and organizational needs, ensuring staff remain current, knowledgeable, and well-prepared.

Schedule And On-Call Responsibilities

Monday Friday 8 AM 4 PM. On-call responsibilities are limited. Required to attend overnight conferences and trainings.

Principal Duties/Responsibilities

  • Coordinates and/or secures trainers for core and regulatory training requirements, including DSP core curriculum, CPR/First Aid, Health & Safety, Human Rights, Rule 50, Abuse/Neglect Prevention, Crisis Prevention/De-escalation, and Medication Administration.
  • Collaborates with managers, directors, and supervisors to identify training needs and align training plans with agency goals, accreditation standards, and current IDHS requirements.
  • Reviews assessment findings and applies them to design or adapt training programs that address identified gaps, strengthen staff competencies, and support continuous improvement.
  • Designs and maintains training materials, manuals, and resources using adult learning principles and technology to support effective delivery.
  • Establishes and maintains annual training calendars and schedules, ensuring timely communication to staff and supervisors.
  • Ensures accurate documentation of training activities, including DSP Registry compliance, CEUs for licensed staff, and agency training transcripts.
  • Monitors and reports training completion and compliance with state, federal, and agency requirements; prepares reports as requested.
  • Provides technical assistance to QIDPs, Program Coordinators, and supervisors regarding training requirements and staff development.
  • Trains staff and supervisors in effective onboarding, orientation, and on-the-job training methods.
  • Evaluates training effectiveness through feedback, data review, and performance indicators, recommending improvements as needed.
  • Participates in committees, planning sessions, and special projects related to training and staff development.
  • Maintains knowledge current in the field, including, but not limited to, attendance at seminars, workshops, and professional affiliations.

Qualifications

Education: Bachelors degree in education, Psychology, Social Work, Rehabilitation, or related field required. Masters degree preferred.

Experience: Minimum of two years in staff training, professional development, or human services. Experience with residential and/or day program settings and regulatory compliance strongly preferred.

Knowledge/Skills

  • Familiarity with IDHS Rules 115, 116, 119, 120, Rule 50 (OIG Reporting), and training standards for DSPs and QIDPs.
  • Knowledge of accreditation and licensing requirements (BALC, BQM, DPH, HCBS Settings Rule).
  • Ability to design and deliver effective training programs using adult learning methodologies.
  • Strong skills in communication, organization, and evaluation of training outcomes.
  • Proficiency in technology for training delivery (Microsoft Office, learning management systems, and virtual platforms such as Microsoft Teams or Zoom).
